Interactive wizard that walks you through creating your CLAUDE.md global instructions file — the foundation layer that configures Claude's behavior for every session. Collects your identity, operating rules, communication preferences, skill routing, decision stack, and Life-First values through a guided conversation, then generates and writes a customized CLAUDE.md to ~/.claude/CLAUDE.md. This is the first step of AICOS installation — without it, the COS persona is not active.
