Master orchestrator for ALL operations — the top-level router for the entire AICOS system. Assesses your current state, determines what needs to happen, and routes to the right specialist skill. This is the DEFAULT entry point for all operational work. Triggers on: 'what should I be doing', 'what's the status', 'chief of staff mode', 'COS mode', 'run the machine', or any ambiguous operational request. Routes to event-chief-of-staff for event/show operations, and directly to specialist skills for everything else. When in doubt about which skill to use, this one activates first and routes appropriately.
