The redact-first safety guard that runs BEFORE any sensitive text touches an AI prompt or a shared artifact. Classifies the input (financial/admin vs clinical/personal vs operational), strips the 18 HIPAA Safe-Harbor identifiers plus your custom rules, and swaps each for a stable PROXY ID — so a dashboard, report, or draft stays usable but de-identified. Returns the redacted text, the proxy map (the member keeps it; it never enters our systems), and a one-line safety note. When the work truly needs protected data, it HALTs and says exactly what's required — it never fabricates a record. Reminds of BAA scope (Enterprise-only) and the rule: redact-first, records hold the truth, Claude needs the shape. Callable as a step inside any other skill.
